Keith Matthews has over 30 years of experience in the legal and policy underpinnings of the regulation of agricultural biotechnology and chemicals regulation in the United States. Building on graduate training in molecular biology and extensive legal work experience while in law school, he began his legal career focussing on chemicals regulation under FIFRA, TSCA, and the ESA.
After five years in private practice in D.C., Keith moved to EPA’s Office of General Counsel where he was initially responsible for all legal counsel related to EPA’s regulatory activities related to nuclear waste repositories. He subsequently became responsible for legal advice and counsel related to “biopesticides”, and, after nine years of providing such legal counsel, became the Director of EPA’s Biopesticides and Pollution Prevention Division.
Since re-entering private practice in 2013, Keith has represented clients in regulatory matters big and small involving all sorts of biologically based, genetically engineered, and conventional chemical products under FIFRA, the PPA, FFDCA, TSCA, and the ESA.
Keith has written extensively on the regulation of agricultural biotechnology, biopesticides, and biostimulants, and speaks regularly at conferences focused on the agricultural microbiome, biopesticides and biostimulants, plant genomic advances, and developing regulatory policies.
